Understanding ADUs in Ithaca
The City of Ithaca passed an Accessory Dwelling Unit (ADU) ordinance in May 2025. This ordinance established the right to build ADUs in several zones throughout the City, providing homeowners with new opportunities to create additional housing.
An ADU is a smaller, secondary dwelling unit located on the same lot as a primary structure. It can either be attached to the primary structure (e.g., basement, attic, addition, garage) or detached within an approved accessory structure (e.g., garage, carriage house, cottage).
ADUs must adhere to all building code regulations in terms of safety. The City is currently working to develop a guide to ADUs and create approved template ADU plans.
Zoning & Regulatory Requirements
Understanding where and how you can build an ADU in Ithaca. ADUs are permitted in several residential zones, each with requirements for lot size, setbacks, height, and parking.
Permitted Residential Zones
R-1 Zone
Low-density residential. Minimum lot size typically 6,000 sq ft. ADUs permitted as attached or detached.
R-2 Zone
Medium-density residential. Minimum lot size typically 4,000 sq ft. Greater flexibility for ADU placement.
R-3 Zone
Higher-density residential. Minimum lot size typically 3,000 sq ft. Most flexible ADU regulations.
